Land: Cut U.S. Funding to UN’s Population Fund

The SBC’s Ethics & Religious Liberty Commission is on the record with strong support for H.R. 2059, legislation to prohibit funding to the United Nations Population Fund (UNFPA).

This bill would ensure that taxpayers are no longer forced to fund this agency, which known for its involvement with China’s one-child policy and forced sterilization. I have personally encouraged Rep. Ileana Ros-Lehtinen, chairman of the House Committee on Foreign Affairs, to support this bill as it stands, without any weakening amendments during the committee markup scheduled for Wednesday, October 5.

Since 1985, a policy known as the Kemp-Kasten Amendment has been included in every foreign aid appropriations bill, specifying that funds may not be “made available to any organization or program which, as determined by the President of the United States, supports or participates in the management of a program of coercive abortion or involuntary sterilization.” Citing Kemp-Kasten, previous presidential administrations withheld U.S. funding to the UNFPA for Fiscal Years 1986-1993, 1999, and 2002-2008, due to the agency’s involvement with China’s coercive population control program.

Regrettably, the Obama administration restarted U.S. contributions to the UNFPA in 2009, appropriating $145 million to the agency during Fiscal Years 2009-11, even as the UNFPA continues to support China’s coercive family planning policy. Such funding must not continue.

The Southern Baptist Convention’s Ethics & Religious Liberty Commission finds it appalling that, despite Kemp-Kasten, the U.S. government is funneling taxpayer dollars to an agency complicit with China’s human rights atrocities carried out in the name of population control. China’s one-child policy has bred widespread coerced abortion, forced sterilization, infanticide, and female gendercide—the sex-selection abortion of girl babies in favor of boy babies. It is past time that the U.S. government put an end to its abuse of taxpayer dollars in the aiding of China’s brutal policy through the UNFPA, a violation of Kemp-Kasten. H.R. 2059 is the necessary means to do just that.

In a time when we have many women in America who are unable to concieve and would love to adopt, unfortunately they are unable to recieve any government assistance to assist in legal fees…yet are forced to pay for the sterilization of women and the abortion - “one-child” program in another country….and our current Administration sees nothing wrong with it. Perhaps the $145 million would be better spent by helping loving parents adopt a child into a God-fearing home, where morals and integrity is taught. I believe that if more Americans knew where their money was going, you would have many standing up for what is right and would encourage their congressman/woman to vote against sending funds to China.

The administration, with its appointees and like-minded partisans in Congress, has no qualms about flaunting U.S. law, as witness Mr. Obama’s decision to fund Planned Parenthood in New Hampshire directly, despite the state’s determination not to do so.  So why are we surprised when they violate Kemp-Kasten?  And Hilary Clinton went to the U.N. as representative of an NGO - between Bill’s leaving office and her appointment as Secty. of State - to insist that U.S. do just what Mr. Obama has now done.
